John Hand

First Vice President, Congressional Relations


John Hand is first vice president of congressional relations for the Independent Community Bankers of America® (ICBA). He advocates on a portfolio of issues and is responsible for directing ICBA’s tax and small business efforts before the U.S. Congress.  He co-leads the association’s Tax Committee, comprised of banking executives from across the country who focus on shaping and advancing ICBA tax policy.  

Previously, he spearheaded ICBA’s political action committee, helping raise over $1.5 million throughout the 2010 election cycle. Prior to joining ICBA, Hand served as an aide to former House Majority Leader, Eric Cantor (R-VA).  As part of the Congressman’s leadership staff, he helped drive the legislative agenda.

Hand began his career at the Property Casualty Insurers Association of America (PCI). He holds a BA in government from Georgetown University and an MBA from Georgetown University’s McDonough School of Business.
