Lance Noggle is senior vice president, operations and senior regulatory counsel for the Independent Community Bankers of America (ICBA). In this role, Noggle supports ICBA’s advocacy strategy and oversees efforts related to payments, cybersecurity, data security and operational risk with key stakeholders in the financial services sector.

Noggle’s extensive payments and technology expertise spans more than 20 years, and includes work with a financial regulatory agency and senior roles at a trade association, where he led the regulatory advocacy team on a range of topics including, data and cyber security, faster payments, privacy, interchange, and legal matters. In addition, Noggle spent five years as compliance counsel at a financial institution where he managed the compliance function along with Bank Secrecy Act oversight and vendor management responsibilities.

As a payments thought leader, Noggle has advocated before policymakers and has been quoted in industry publications, including NPR's Marketplace and Business Insider.

He holds a Bachelor of Arts in economics and business administration from California State University, Fullerton; a Juris Doctor from Fordham University Law School; and a Master of Laws with a concentration in securities and financial regulation from Georgetown University Law Center.
