David “Chip” Bartlett is vice president of congressional relations for the Independent Community Bankers of America® (ICBA). He helps advance a number of ICBA’s policy positions with key legislators and regulators. His areas of responsibility include regulatory relief and Bank Secrecy Act and anti-money laundering.
Prior to joining ICBA, Bartlett served as senior legislative assistant for Rep. French Hill (R-Ark.), where he worked on financial services-related legislation and policies. He also held several positions with the Treasury Department’s Financial Crimes Enforcement Network (FinCEN), is a former examiner with the Arkansas State Bank Department, and worked at an Arkansas-based community bank.
Bartlett holds a Bachelor of Arts in communications from the University of Arkansas.
