Fed Proposes Framework on Bank Ownership

The Federal Reserve Board proposed simpler rules and a comprehensive framework for determining control of banking organizations.

The proposal lays out several factors and thresholds that the Fed board will use to determine if a company has control over a bank, including its total voting and non-voting equity investment, overlap between company and bank directors and staff, and the scope of their relationships.

The proposal could provide clarity to banks and holding companies regarding investments and partnerships with fintech companies.
