The Federal Communications Commission issued a second proposal under the Telephone Consumer Protection Act on addressing unwanted calls to reassigned numbers.
The notice of proposed rulemaking proposes establishing one or more databases to provide callers with timely information to avoid calling reassigned numbers.
It also would seek comment on adopting a safe harbor from liability under the TCPA for callers that use a reassigned numbers database.
ICBA has called for TCPA reforms to ensure it does not prevent community banks from communicating with their own customers.
