ICBA Statement on Proposal to Amend Community Reinvestment Act Rules

Washington, D.C. (July 31, 2026) — Independent Community Bankers of America (ICBA) President and CEO Rebeca Romero Rainey issued the following statement on today’s Federal Deposit Insurance Corporation (FDIC) and Office of the Comptroller of the Currency (OCC) proposed rule to amend Community Reinvestment Act regulations.
“While ICBA looks forward to closely reviewing today’s proposed rule, we are strongly encouraged by elements of the proposal that would modernize regulatory thresholds to enable community banks to continue meeting the needs of local communities.
“ICBA and the nation’s community bankers have long supported agency efforts to modernize the CRA’s implementing regulations, including by minimizing community bank data collection and reporting burdens, adjusting regulatory thresholds, and increasing transparency into how ratings are established.
“We continue urging the prudential banking regulators to work toward full interagency alignment and look forward to working with policymakers on tailoring community bank CRA requirements to ensure these policies meet the needs of local communities.”
