Limit Your Bank's Exposure to Losses Stemming from Credit and Debit Fraud

As a participant in ICBA Bancard’s Fraud Loss Protection Plan, you can limit your exposure for losses arising from the fraudulent use of credit or debit cards. For more than two decades, ICBA Bancard has provided a proven fraud tool for community banks to use in the fight against:

  • Lost cards
  • Stolen cards
  • Cards not received in the mail (NRI)
  • Counterfeit (including skimmed counterfeit cards)
  • Account takeover card loss (including identity theft, phishing, pharming and vishing)
ICBA Bancard's Fraud Loss Protection Plan coverage does not extend to:

  • Fraudulent applications
  • Loan losses
  • Bankruptcies
  • Family/friendly fraud

ICBA Bancard Fraud Claims Reporting System

ICBA Bancard converted our fraud claims tool to a new system that allows FLPP participants to quickly and accurately upload your fraud claims, review the status of any pending claims, and view and print all related fraud claim information in one convenient location.

Card-Not-Present Authentication Solution

ICBA Bancard, in partnership with CardinalCommerce, offers a card-not-present (eCommerce) authentication solution free of charge to community banks (minus network pass-through fees) that participate in the Fraud Loss Protection Plan (FLPP). This consumer authentication platform, CardinalCommerce VCAS, assists in measuring the fraud risk of eCommerce transactions prior to authorization. For FLPP clients, this additional layer of protection is a mandatory requirement of participation and ongoing coverage in the Fraud Loss Protection Plan.

Important note for FLPP clients:

FLPP clients that operate their credit and debit card programs under ICBA Bancard’s shared-BIN(s) environment will be automatically enrolled for the CardinalCommerce Visa Consumer Authentication Service (VCAS)

FLPP clients that own their credit and/or debit card BIN(s) must grant permission via the card networks for ICBA Bancard to board your BIN(s) for authentication coverage.

Form completion instructions and an Onboarding Package are available below. Certain forms are also required for submission to the respective card networks. To request copies of these forms, and if you have any questions, please contact
