Samuel Beaver

Vice President, Congressional Relations

Samuel Beaver is vice president, congressional relations for the Independent Community Bankers of America® (ICBA) and advocates ICBA’s policy positions with key members of Congress and bank regulatory agencies.  

Beaver brings more than a decade of experience in federal policy and advocacy to his work at ICBA, including eight years on Capitol Hill where he worked on several policy areas related to financial services, tax, commerce, trade and budget. He served in the U.S. House of Representatives as a legislative assistant for two Members of Congress, and as a professional staff member on the Senate Finance Committee. Beaver then served as policy advisor for financial services, tax and trade policy in the Senate Majority Whip Office under Senator John Cornyn before leaving government service to work in the trade association space.  

Beaver holds a Bachelor of Arts in Foreign Affairs from the University of Virginia and studied at the London School of Economics.
