ICBA submitted recommendations on the allocation of check and wire fraud losses under the Uniform Commercial Code to the Joint Study Committee on UCC Articles 3, 4, and 4A (Payment Fraud). ICBA said its recommendations allocate losses, establish standards of conduct between banks, and would substantially improve community banks’ ability to mitigate payments fraud.
