Loughlin Cleary is executive vice president, member relations for the Independent Community Bankers of America® (ICBA).
Cleary leads ICBA’s Member Relationship team, working to strengthen relationships with community banks by ensuring they have the necessary information to fully leverage ICBA’s advocacy, innovation and education offerings.
Cleary has nearly 30 years of financial services experience and previously worked at ICBA from 2016 to 2022, helping to expand ICBA’s national membership footprint and advance the association’s engagement strategy across multiple regions. Before rejoining ICBA in 2025, he served as president and national sales director for Lenders Cooperative.
Prior to joining ICBA in 2016, Cleary held senior positions at the Federal Home Loan Bank of Boston, where he spent 17 years in roles spanning sales, financial management, and product development. He also worked in retail banking and trust services earlier in his career.
Cleary is a graduate of Dickinson College and has his Master of Business Administration from Boston College.
