Toby Mattson joined ICBA Payments in 2025 with more than 30 years of experience helping financial institutions strengthen customer relationships, grow their businesses, and deepen their community impact. Today, he leads the Relationship Management teams at ICBA Payments and TCM Bank, N.A., partnering closely with client banks to support and maximize the value of their credit and debit card programs.

What is your current role at ICBA Payments and its subsidiary, TCM Bank, N.A.? How is it unique, as a connector between the two companies?
As Senior Vice President, Relationship Management, I serve as a strategic link between ICBA Payments and TCM Bank and our community bank clients, helping ensure that banks receive the full value of our partnership. My role is unique because I work across both organizations, translating community bank needs into actionable solutions while aligning product, service, and relationship strategies. This allows me to help bridge the gap between strategy and execution, ensuring our member banks have the support, insights, and resources they need to grow their card programs and better serve their customers.
What do you most enjoy about your role?
What I enjoy most is building strong relationships with community bank leaders and helping them achieve their goals. Every bank has a unique story, a distinctive market, and its own set of challenges. I find it rewarding to collaborate with our banks, identify opportunities for growth, and create solutions that make a meaningful impact on their customers and communities. The opportunity to serve as a trusted advisor while contributing to their success is what motivates me every day.
How does your work support community banks?
My work supports community banks by helping them maximize the value of their ICBA Payments card programs while staying focused on their customers and communities. Through strategic planning, portfolio performance reviews and analysis, and ongoing consultation, we help banks identify growth opportunities, improve cardholder engagement, enhance profitability, and navigate industry changes. By bringing together the resources and expertise of ICBA Payments and TCM Bank, we help community banks compete effectively while maintaining the personalized service that distinguishes the industry.
How has your previous experience influenced how you think about payments and banking today?
Throughout my career, I've had the opportunity to work closely with financial institutions of various sizes, which has reinforced the importance of understanding both the business and relationship aspects of banking. My experience has taught me that payments are not just about transactions; they are a critical part of a bank's customer experience and growth strategy. Today, I view payments as an opportunity for community banks to deepen customer relationships, generate value, and remain competitive in an evolving and increasingly digital financial landscape.
Can you share a brief example from your career that shaped your approach to serving banks?
One experience that had a lasting impact on me involved working with a community bank that was looking to improve its card program performance but had limited resources to dedicate to the effort. By taking the time to understand their goals, challenges, and customer base, we developed a focused strategy that delivered measurable growth while fitting within their operational capabilities. That experience reinforced the importance of listening first, understanding each institution's unique circumstances, and tailoring solutions that align with their specific objectives rather than taking a one-size-fits-all approach.
