ICBA sent a letter to members of the House Financial Services Committee expressing support for the Strengthening Transaction Oversight and Preventing (STOP) Payments Fraud Act of 2026 (H.R. 9331).

ICBA said H.R. 9331 would create flexibility by allowing financial institutions to place extended holds on suspicious checks and wire transfers while potential fraud is investigated, which would help prevent more check and wire fraud. ICBA urged the committee to advance the legislation and send it to the House floor.
