The regulatory environment is changing daily. Proposed rules are often stalled and no longer move forward to finalization. Even when rules are finalized, they may be rescinded shortly after. In some cases, lawsuits are filed against these final rules, delaying their effective dates. Agencies may also introduce alternative versions or reopen discussion entirely. The result is a constantly shifting regulatory landscape that’s hard to predict or pin down.
This constant back and forth makes it hard for trainers, compliance pros, and staff to know which rules to follow.
At ICBA we work diligently to ensure that our training is up to date with the current requirements. With that being said, we want to explain a couple of things regarding your online courses. Please share this information with the appropriate people in your organization.
Community Reinvestment Act (CRA) – The agencies have announced plans to propose rescinding the CRA Modernization Final Rule, but they haven’t done so yet. They still need to issue the proposal, open it for public comment, and then finalize the rescission.
The Online Course Catalog includes five courses based on the Modernization rules. These will remain available until the rescission is finalized.
The catalog also includes a course titled “Regulation BB: Community Reinvestment Act” that reflects the current rules—the same rules that will remain in place once the rescission is complete. If you want your employees trained on the CRA as it stands, please enroll them in this course.
Small Business Lending Rule (1071) – This final rule is technically still in play; however pending lawsuits are delaying the effective date, and the Agencies have commented that they intend to review the final rule and potentially come out with a new proposal. There are five online courses in the Online Course Catalog pertaining to 1071. The courses will remain in the catalog until changes, if any, are finalized. Please note, the effective dates noted in the courses are not 100% accurate due to the legal “stay” that is in place right now.
Fair Credit Reporting Act (FCRA) – Changes to the Fair Credit Reporting Act related to the protection of medical information were to take effect June 15. However, the CFPB asked the court to reverse the rule they had written. After that, some organizations asked the court to block the CFPB’s request. As a result, the court put a “stay” on the effective date.
At this time, we are going to leave the course “FCRA: Protection of Medical Information” as is. We’ll update you if we change the information in the course

As a reminder – the reasons certain states have separate harassment training courses is because those states have timing requirements and so the course is set with specific timers. States that do not have specific timing requirements can take the (U.S.) versions of the course. Within this course there is a map. Learners can click on their state to learn if there are any specific state laws.
We’ve had quite a few people ask if the Regulation CC courses include the threshold changes coming July 1. The answer is yes. More than a year ago, when the Agencies published the new threshold amounts, we added those amounts. The course currently contains the current threshold amount as well as those coming July 1. On July 1, we will remove the current amounts completely, referencing only the new amounts.
The FFIEC Cybersecurity Assessment Tool sunsets on August 1. We are updating our Cyber and Information Security Overview courses with new content. The updated content should be ready by the end of June.
Did you know, if a bank employee’s email address changes, you will need to change their icba.org account login as well? This can be accomplished very easily.
If your bank changes its email domain (e.g., from .com to. bank, for example), email education@icba.org with the update. We can update ALL employees' ICBA.org accounts tied to your organization at once.
If an employee changes their name (marriage status, etc.) the employee can change it on their own or you as an Administrator can edit their email address.

Click on “My Account” in the upper right.
Click on “Edit Contact Info” in their profile box on the left.
Click “Edit” in the My Email Addresses section.
Change the email address to the new email address.

Log into your icba.org account.
Click on “My Account” in the upper right.
Click on “Manage All Rosters” in the My Account Links box on the right.
Find the employee you need to change in the Organization Roster list and click on the “Edit” button next to their name.
Scroll to the right and change their Email.
Click the blue “Save” button on the left.
