Joe Gormley is assistant vice president and regulatory counsel for the Independent Community Bankers of America® (ICBA). Representing the interests of more than 5,800 community banks of all sizes and charter types throughout the United States, Gormley advocates before financial regulators—and advises ICBA bankers—on federal consumer protection laws and regulations including mortgage rules, data collection and reporting, and consumer lending.
Prior to joining ICBA in 2015, Gormley was associate regulatory counsel for the Mortgage Bankers Association (MBA) where he assisted in developing MBA’s policy on the Dodd-Frank mortgage rules and government-insured mortgage lending programs. Earlier in his career, Gormley worked in the Office of Fraud Detection and Market Intelligence at FINRA, where he analyzed trading activity on the NYSE, NASDAQ, and over-the-counter markets for signs of potential fraud and conducted investigations into possible violations of securities rules and regulations. Gormley earned a BA from Boston College and a JD from the University of Pennsylvania.
