Vice President, Payments and Technology Policy
Cary Whaley is vice president of payments and technology policy for the Independent Community Bankers of America®. He advocates the association’s policy positions regarding issues related to the online and mobile delivery of financial services and payments.
Before joining ICBA in 2004, Whaley worked for NACHA, The Electronic Payments Association, where he directed the Council for Electronic Billing and Payment. He also managed payment operations on the community bank level with the Fauquier Bank in Warrenton, Va.
