Elizabeth Eurgubian and Lilly Thomas Join ICBA as Regulatory Counsel

Washington, D.C. (January 16, 2009)—The Independent Community Bankers of America (ICBA) announced that Elizabeth Eurgubian and Lilly Thomas have joined ICBA as regulatory counsel.

“Elizabeth and Lilly bring tremendous regulatory experience to our government relations team, and we are pleased to have them on board to help ICBA continue to advance the voice of our nation’s more than 8,000 community banks,” said Karen Thomas, ICBA executive vice president of government relations. “While focusing on a wide-range of critical community banking issues, Elizabeth will primarily concentrate on Truth in Lending, Truth in Savings, and the Community Reinvestment Act. Lilly will focus on issues pertaining to the Bank Secrecy Act, data security and privacy.”

Prior to joining ICBA, Eurgubian served as assistant general counsel for Sallie Mae and as an attorney in the Federal Reserve's division of consumer and community affairs. Eurgubian also has legislative experience, having worked for a lobbying firm, for the U.S. House of Representative's Office of the General Counsel and as assistant director of legislative affairs for the National Mental Health Association (NMHA). She holds a Juris Doctorate from American University and a Bachelor of Arts degree from the University of Southern California.

Thomas comes to ICBA from the Credit Union National Association (CUNA) where she was assistant general counsel. Prior to that, she was federal compliance counsel and director of compliance operations. Thomas also has financial institution experience, having been manager of member services for the Congressional Federal Credit Union. She holds a Juris Doctorate from Vermont Law School and a Bachelor of Science degree from the University of Maryland.
