ICBA Bancard Welcomes Dr. Debora Bartoo as Executive Vice President, Operations

Washington, D.C. (October 15, 2013)—ICBA Bancard, the payment-services subsidiary of the Independent Community Bankers of America® (ICBA), today announced that Dr. Debora Bartoo has joined the company as executive vice president, operations. Dr. Bartoo comes to ICBA Bancard from a large national bank, where she was responsible for strategy and business performance of emerging electronic payment products.

 “Debbie’s experience, which spans innovation, strategy, payments, online, mobile, ATM, smart cards, fraud and analytics, will be very helpful to ICBA Bancard and our member banks as we move forward and continue to evolve in an ever-changing card marketplace,” said Noah Wilcox, ICBA Bancard chairman and president and CEO of Grand Rapids State Bank in Grand Rapids, Minn. “We’re pleased to welcome Debbie to the community bank family.”

Prior to her banking experience, Dr. Bartoo managed product development for processing solutions at STAR Systems, now owned by First Data. She also held a position on the executive board of the Smart Card Alliance and has participated on various industry boards in the past, including the NCR Aptra Advisory Board and the ATMIA Association. 

Dr. Bartoo holds a Ph.D. from Antioch University in the Leadership and Change program. She also holds a master’s degree in business intelligence from the St. Joseph’s University Erivan K. Haub School of Business and a master’s degree in organizational dynamics with an emphasis on strategy and new product development from the University of Pennsylvania and studied at the University of London. Dr. Bartoo has also been published in the International Journal of Business Intelligence Research.
