ICBA President and CEO

A native Missourian and career community banker, Fine came to ICBA in May 2003. Before joining ICBA, Fine chartered and organized Midwest Independent Bank of Jefferson City, Mo. and served as its president and CEO for nearly 20 years. In addition, Fine owned MainStreet Bank of Ashland, Mo., a $50-million-asset community bank. Prior to his banking career, Fine served as the Missouri State Tax Director under former Governor Christopher “Kit” Bond.

Rebeca Romero Rainey

ICBA President and CEO-Elect

Rebeca Romero Rainey is one of the nation’s foremost advocates of the community banking industry. She has met with President Obama and President Trump to discuss issues that are top of mind for community banks. A third-generation community banker born and raised in Taos, N.M., Romero Rainey is the former Chairman and CEO of Centinel Bank of Taos. She entered the national stage by becoming active within ICBA and serving on several committees. Romero Rainey also played a key role in the formation of ICBA’s Minority Bank Council and served as its first chairman. Later she was nominated to become a member of ICBA’s Executive Committee, and in 2016, became ICBA chairman.

President and CEO of ValueBank Texas in Corpus Christi, Texas, Heitkamp has served ICBA and the community banking industry for decades. ICBA Chairman-Elect; CEO Standard Bank, Monroeville, Pa.

Chief Executive Officer of Standard Bank in Monroeville, Pa., Zimmerman has been a community banker for more than 35 years and is a member of ICBA’s Executive Committee and board of directors. During his affiliation with ICBA, he has served in many leadership roles, including chairman of ICBA Securities. Zimmerman is chairman of the Federal Delegate Board and a member of ICBA’s Nominating and Policy Development committees and the Subcommittee on Consumer Financial Services. Zimmerman also serves as the sole community bank representative on the Financial Accounting Standards Board's Transition Resource Group, an advisory council on the Current Expected Credit Loss accounting model.
