Letters to the HillAccepting Matricula Consular CardsAugust 5, 2004 The Honorable Barney Frank Dear Representative Frank: I appreciated your kind letter thanking us for our work on the amendment to maintain the ability of community banks and other financial institutions to use matricula consular cards in their customer identification programs. The current regulation provides our members with the flexibility to use the forms of identification, including matriculas, which they believe will help them properly identify prospective customers. Like you, we were disappointed that the effort to maintain the status of these cards failed in the Appropriations Committee, but were heartened by the closeness of the final vote. We hope that will lead to a better result in the final bill. Let me assure you that the Independent Community Bankers of America stands ready to assist you and your colleagues in this effort.
