Lilly Thomas is vice president and regulatory counsel for ICBA.  Before joining ICBA, Thomas served as assistant general counsel, federal compliance counsel and director of compliance operations for the Credit Union National Association.  Thomas also has financial institution experience, having been manager of member services for the Congressional Federal Credit Union.
