Vice President and Senior Regulatory Counsel
Lilly Thomas is vice president and senior regulatory counsel at the Independent Community Bankers of America® (ICBA). She advocates for streamlining regulatory requirements and reducing unnecessary regulatory burdens facing community bankers. She also promotes ICBA positions before federal regulators and other organizations, and informs and advises ICBA community bank members on regulatory and industry changes.
Thomas has broad experience in the field of financial institutions law with nearly 20 years of experience in the financial services industry. She specializes in areas related to fair lending, cyber security, data security, privacy, anti-money laundering, the Bank Secrecy Act and the Community Reinvestment Act (CRA).
Prior to joining ICBA in 2009, Thomas was an assistant general counsel at the Credit Union National Association (CUNA) where she worked on advocacy and compliance issues.
